THREE RIVERS, Tulare County — November 4, 2026. The first returns on Measure Y, a proposed parcel tax for the Three Rivers Union Elementary School District, show more yes than no votes. But that is not enough to declare adoption: the measure requires a two-thirds majority, and early support falls well short of that threshold.
Early vote at 10:02 p.m.
According to ABC30’s November 3 results dashboard, Measure Y had 251 yes votes (52%) and 233 no votes (48%) at 10:02 p.m. Pacific. ABC30 indicated about 40% of the expected vote was in. This is a preliminary count, not the final canvass.
A majority is not always the required threshold
School district parcel-tax measures generally require two-thirds approval. ABC30’s ballot information explicitly sets the threshold for this Three Rivers measure at 67% (the rounded presentation of two-thirds). With 52% yes in the first batch, it is not meeting the adoption threshold. Remaining legal ballots could alter the share; no final defeat has been certified.
Why the location matters
Three Rivers is an unincorporated community, not a municipality with its own mayor. Its school district is nevertheless a separate government entity with elected trustees and potential local tax measures. Reporting this as a city tax or municipal election would be inaccurate.
